I cant imagine how bad that must be, I've only been playing my entire life at 30 fps max.
Make sure you have installed the DirectX 9 runtime distro from microsoft to add the missing HW support for older games.
If you check the Steam Store, you will find out which Windows versions are officially supported.
Despite that, you can get this game fully functioning on Windows 10. But you have to change things for that.
During the Alpha versions of Windows 10 there were no differences for older games as all of the same directx versions of the x64 OS versions were fully supported. During Beta they decided to let the old become obsolete and they added functions to get the older games running.
The 64 bit patch or execute is what many people use, but that comes with cons.
If you read my guide you'll find all pro's and cons for the different sollutions as well a link to my dropbox. Just try out my settings by downloading all files. I've been playing UT2k3/4 for well over 15000 hours and was active as windows insider during the time they removed functions. I posted the solution here on Steam even before Windows 10 got released.
It is indeed playable, but when you are playing for years and you upgrade from old to new Windows, you will notice that the game doesn't 'feel' the same and you see your performance drop on the scoreboard.
