How do I bring up Console?

I am trying to play Unreal 2004 with cheats locally, for fun. Console *does not work* at all.

Every guide says "just hit ~ to bring up console" but this DOES NOT WORK. I am using Windows 10 emulated in Parallels on a modern Mac, and have done this cheat many times. What is the trick to get console to be enabled, or whatever I am not doing right?

It might be because you're emulating Win10.

you can perform console commands with tab

Oh yeah you can use the chat and remove the 'say' bit.

that worked for me, it's "t" for teamchat, I used it for "showhud", to hide the hud
