Unreal Engine Rotating Camera Problems
I'm having problems with all of my games that use the unreal engine. When I enter a game my camera looks up and spins to the left. I have a razer nostromo, and razer mamba mouse but after unplugging these the camera still spins around.

I just got a link to the community forums from the support desk at the UT webpage . yay thanks ! .. whatever ... so i went to quakelive.com and started playing Quake 3 again ! sigh ....

So apparently there is an option in game called "Enable Joystick", when I disabled that it stopped the spinning problem.. Hope this works for you too

I have been looking for a fix since most games using Unreal engine were unplayable. What fixed it for me was going in Device Manager > Human Interface Devices and disabling/uninstalling the Virtual HID Device. To do so, I had to uninstall the HID-keyboard devices (all but the one I'm suing right now) in the Keyboards category.

Hope this works for you and saves you a lot of googling (which didn't even help me :S)

I just installed the Borderlands GOTY Edition, and I am having the same issue. I have also had this issue with multiple Unreal 3 engine based games like Batman Arkham City Spec Ops: The Line etc.. I have scoured the internet looking for a solution to this issue and have been very unsuccessful. I have tried unplugging ALL unneeded devices, using a different mouse and keyboard, uninstalling any additional software that works with peripherals (ie: controller configuration utilities, keyboard/mouse mapping applications etc.) reinstalling games and none of those possible solutions work.

The last solution by Frosnite led me to the best fix. In Device Manager > Human Interface Devices I simply disabled the "HID-compliant game controller" device. No need to uninstall or disable any other devices.

I have a similar problem but it's only when I try to use an editor.
When I try to use Unreal Engine 1 and 2 editors the cameras will spin. But UDK doesn't have this problem.
I don't have the problem in any games, it's just when I try to use their map editors/mission editors like Postal 2's PostEd or America's Army's Mission editor or any other UE2 game's map editor.

Spinning or rotating camera? I've had this same problem with almost all the games mentioned here. The culprit was my Joystick. I had to go into the ini file to change the settings. For example, in Borderlands in the WillowEngine.ini file I changed:
AllowJoystickInput=1
to
AllowJoystickInput=0
In Spec Ops I think it was under SREngine.ini that I needed to change the same thing. The Spec Ops ini files are encrypted so I had to decrypt them first. I got the info for decrypting here on Steam forums: http://forums.steampowered.com/forums/showthread.php?t=2775456
