Try the simple old command: fov 100

UPD:
If you want to set up custom FOV here is the another two possible solutions:
1. Fix the INI - file:
Documents\My Games\Unreal Tournament 3\UTGame\Config\UTGame.ini
OnFootDefaultFOV=100
2. Install the FoxMod:
