I have encountered this problem aswell when running the game through Wine. I have not looked into it, but it may be a permissions issue or a lack of registry entries.

Try reinstalling through Steam, maybe also install the game to the default location.

I'll assume you are trying to log in with your offline profile, as that is the most common scenario where this issue occurs. Nobody knows why this is happening, but there is a workaround.

First, go to your "Documents\My Games\Unreal Tournament 3\UTGame\SaveData" folder and copy the file "Player.ue3profile". Rename the copy to "<your-desired-username>.ue3profile". Now, when you start the game, at the login screen, enter the new profile name and login offline. It may complain about password being wrong/missing, but it will work, and your settings will be saved from then on.

To add to the solution. If your profile name has a space in it, when you rename the Player.ue3profile file, type an _ for the space instead of a space.
