In this case, Epic Game enters somewhat irresponsibly without including this patch in the latest build of their game, thereby creating problems for people who have bought the game. Although you can read about it on the news board in the game.

I would delete all UT3 files in your documents folder ind reinstall the game if you are having the issue still.
If you want to use the stand alone you will need to do all of the patches and patches first and then install the gamespy patch.
