Yes you can cap the frame rate in multiple ways. The best way is the game's frame rate capper.
Open your UTengine.ini file in your My Games folder.
Find these lines.
[Engine.GameEngine]
bSmoothFrameRate=False Change to True to turn it on.
MinSmoothedFrameRate=22.000000
MaxSmoothedFrameRate=Set to desired value
Note that the frame rate is capped at 90 per second when playing online.
What GPU do you have? 75 degrees is not that high and is typical for upper mid range or high end cards.
My card hits 80 degrees.

I try not to reach 80 in my opinion too high
The thermal limit is 94 degrees for the GTX 1060, so you have good wiggle room. I do recommend maintaining some distance from the limit for all chips and especially GPUs which seem to wear out the fastest.
You may be able to change the heat sink to a beefer unit if you wish.
