Timing for Aquiring Secret Item

I wanted to ask about the timing on acquiring a secret item from the palace fountain . I got the Frog Gem by spamming tossing seeds in before leaving for Sky Garden and found that the cost of doing that left me unable Get both the armor and the Fire Item that are available for sale in Sky Garden Even with getting all the hidden seeds including the ones from The insect parts you can give the spider . Do we get a chance after then to go back and be able to get it later in the game or is it an either/or situation?

also if ur low on cash don't forget to fish in the junk from time to time, it resets rewards after a cooldown.

What is the cooldown? Do I just wait or do I have to progress further in the story?

It appears to be either waiting, or leaving the town and coming back. But you don't need it, I only got about 25 seeds from it total and ended the game with 64 seeds left after buying everything.
