Report a translation problem
I had to use some specific software to cap it. Even the regular control panel couldn't force it.
OMG - hilarious.
Forcing vsync through the Nvidia Control Panel did not work.
Adding framelimit=60 to Unreal2.ini and User.ini did not work.
This however, did work:
* Get Invidia Inspector
* Launch it and click the tools button next to "Driver Version"
* Click the little arrow next to the house and select Unreal 2
* Set Frame Rate Limiter to desired frame rate
* Click apply changes in the upper right hand corner
* Launch game and enjoy not destroying your graphics card
