Honestly the strategy here is to just replay the segment like 5-7 times at least, it gets easier and easier with practice. Some quick tips:
The type of crime is very obviously randomized of course. Yes, clearly you can get a different kind of target. The important part is that you know in advance exactly when and where your targets arrive and how many per group there will be, which lets you pass most of the run flawlessly (until the end where it gets too hard to track everything so you just wing it). If you know in advance that a helicopter arrives soon and you need to shoot 2 out of 4 people coming out from it you can plan ahead, do it very fast, and upon shooting two targets ignore the rest and immediately focus your attention elsewhere.
