Report a translation problem
Why would the dev hard code that? I've found full Circles, Squares and Stars, surely full Windmills exist.
(most likely the dev threw in the lack of full windmills for a bit of extra challenge, but after having played "Getting Over It with Bennett Foddy" I do know there are devs out there who have darker motivations)
DUH! That's exactly how the game goes during the FIRST level!! You extract circles and deliver them!! No coloring or cutting or stacking. That's how the game was meant to be played.

Part o the challenge.
You ave to plan out how to get the pieces of a shape you want to create as well as attaching them.
It would be really simple i the game gave each shape in its pure form.
But I am glad I found this thread nonetheless, because I was starting to pull my hair out because I could not find any full windmills. xD
Because for some reason I have in memory that I found one in an old game 2 years ago, but now when I started over yesterday after a long time of not playing, I did not find any.
But guess it explains it... if it is hard-coded not to show up (anymore).
