Compact Splitter vs Balancer
Does the compact splitter and balancer work the same way? The descriptions imply something different. The balancer states it will split inputs to balance between two belts. The splitter says it will split one belt into two. The implication is that if one belt is full the balancer will fill up the second belt but the splitter will not. Is this just semantics and they both will attempt to fill up the second belt if the first one is full?

Just semantics. They behave the same.

Balancer takes two inputs and has two outputs.
Splitter splits an unique input between two outputs.
So, a balancer balances, and a splitter splits. No more, no less.

A balancer with a single input connected will act like a splitter.
A balancer with a single output connected will act like a merger.
