make bright blue color?

how do i make this? i put a shape into the base. after that i noticed i need a brighter color. how do i do this?

That colour is called cyan and it's made from putting blue and green into a mixer. The icon for the mixer shows what combining colours will make, although it's quite small. You can google "additive colours" to see a bunch of larger pictures.
