How do I make the pinwheel shape?

This doesn't seem to be a naturally occurring resource on my map and the combiner is just putting one shape inside another. I figure the shapes I need are a star and a square, but do I need to cute them somehow?

You need the top left part of something like this:

It occurs in different combinations of other component shapes, a little distance from the base.

Yeah, you need to find the 4 shapes that have 1/4 of the pinwheel in the four corners. Then, split these shapes to extract the parts and then recombine then into the pinwheel. I found the shapes far away northeast of the hub.

There are also shapes with half a pinwheel, those are the ones I tend to use. They are pretty rare, but there should be around half a dozen within a 100 tile radius of the hub.
