How dosend work the console

in the options you can activate the console what does this mean and how does it work?

this is a standard ue4 console for debugging, not all functions work as the game is compiled for sale without developer commands.
in general, all the commands available for it are already in the settings and cheat menu

how does the cheat menu work, i.e. how do i get to use it ?
