Wear any items that boost your speed. You need to avoid his two high damage attacks so you want speed over armor.
His close in attack, lets call this Dervish is when he winds up and then does multiple melee strikes really quickly.
His other attack is flying leap with a powerful slam at the end.
He need to try to get out of the way of both of these if possible.
His Dervish attack sometimes locks him in place, so if you can get off to his side you can avoid the attacks and hit him while he is furiously striking empty air.
If your health gets low run around in a circle and eat food while avoiding his attacks until your health is back up. Watch out for his leap attack though, he loves to use this when you try to keep your distance.
If you are just not fast enough to make this work you can farm the Ratmen in the first level of the Mine, they drop a rare mask "Kabuki Mask" which increases your run speed by 15%. That is what I used, plus whichever boots that boost your speed.
Just get your best bow and a stack of Quills if you have some collecting dust or make some stone arrows if you used all your quills up.
He's ok for a fist boss. The other bosses are more involved.

Killed it, as already mentioned, kabuki mask 15% speed and cowboy boot 15% speed can outrun the boss, even if gets hit, only 15 dmg on me, while my meat pie heal me for 45 in a few secs, very easy, can use bow or melee it or bomb depending on what you want to waste.
I've been able to progress though everything until getting here just with melee and tactics, but there's no way to get past this guy without being lame and kiting with a bow or explosives.
Without some sort of dodge-roll there's almost no way of getting out of the way of the attacks, and actually doing reasonable damage without him getting a lucky shot in and KO-ing you.
I made the iron bow+arrows, bumped up my +accuracy skill to max and did the 'run around in circles and plink at him' technique and yeah, I could probably kill him that way but it's literally the most boring part of the game so far.
And this is the game where I spent half an hour making potatoes and juice before going questing; so, yeah, I'm totally unimpressed. :(
I'm not after "dark souls" combat, but is there literally nothing I can do other than cheese the bosses?
At least the next area has a fun mix of enemy types until about half way through it starts feeling a slog again since prioritizing targets for one hit vs two hit vs ranged vs shields vs bombs breaks down when there's a dozen people attacking you at once; you just have to go back to the "kite them into a line and then pick off the nearest" technique.
It's still better than the mines where there was only one enemy type (stab you) or the desert where there was basically only two (close and stab you vs shoot you with spikes).
Wearing the best gear and having the best weapons (esp. bow) available goes without saying.
Don't try to tank him. Keep your distance and use the bow every time he stops to do a special attack. Have two types of the best health food you can make in hot bar, then you can heal up much faster if necessary as the heals stack and the cool down to eat a different type of food is short.
