That two events occur at the same time, does not usually happen.
The only (as far as I know) exception is the sandbox mode. Here, multiple events can be triggered at the same time by selecting an event and clicking on one or more other events in the list before resuming the game. Then they will all occur at the same time after the continuation of the game.
A "feature" of the sandbox mode, at least for now.
If this didn't happen in sandbox mode, then it would probably be a good idea to send the devs a bug report. The best way to do this is via the official Discord server where the devs are very much in touch with the community.

I can't think of any condition where the generator is on but unable to raise temp... except in the ice nebulae event.
It was only about a minute into the game, and there was just an impact event. I guess it could have been the switch or fuse.
Good tips
Are you sure this isn't because of the cold nebula event? It reduces the atomic pile production by lowering its heat for the entire duration of the event.
Can the cold nebula event last for 20+ minutes? or maybe on the 15minute rescue mission the cold nebula lasts for the entire mission
