OK so ive tried running AA3 without starting steam and it started up but it did ask me to start Steam! but as soon as i did it crashed.
Ive done a compatability test and run as if under windows 7 and it still crashes. but only when steam is started. I dont think the prob is a win 8 issue . and never being a fan of Steam (putting difference aside) it still does'nt bloody work.

Right click your game in steam and have it check your files since it's both op systems. Maybe you have anti virus or something mangling it?

Steam seems to like to cause issues. I wish AA never went to Steam. I know before you could download it from other websites as a standalone, but that was before I had a computer to even support it. THis is my first game I've used with Steam, but I had a friend who bought Sniper on disk, and it required Steam to play! Stupid. Why would you need Steam when you have a disc? Also seems that you got to be online to play completely solo player games unless you put Steam into offline mode and that caused some issues.
