Can't declare Sin II+ doctrines

I bought the game when it came out and beat everyone and unlocked everything back then.

Now, I started playing again with the same cult but can't unlock the remaining sin doctrines. Sin I, the Rite of Lust, unlocked just fine and I can do everything else sin related like hatching eggs, drinking, dancing, fighting sinners on crusades etc.

The problem looks like this: I cannot declare the new sin doctrines despite having the Commandment Stones and all the stones you get from God Tears. The "Declare new Doctrines" cannot be clicked and is labelled Max despite showing the green "new" icon. As far as I can tell I did everything else the dlcs have to offer like beat everything again to get the priest followers, declared all missing doctrines except the sin ones and completed purgatory with one fleece. My temple is upgraded to VII and everything new you can buy with Divine Inspiration is unlocked.

Am I missing something or is my game bugged? Any ideas how to fix this?
