Ratoo secret challenge room doesn't spawn

I'm only missing one tarot card and its from Ratoo's challenge but I have never encountered his secret room yet (and no, its not the heart challenge)
Is there a specific fleece I need for it to spawn?

Ratoo is Ratau's brother, and yes I have but he is only important for the knucklebone challenge, I'm talking about Ratoo's challenge where he gives you a challenge in exchange for a reward.
