Can't Build Farm Despite Unlocking It?

I unlocked the farm plot and farm bundle in the shrine, but in my build menu, they do not appear and I can't build them. My followers are asking for a farm and I have a quest telling me I need to build it, but I cannot. I just closed the game and put it away because I couldn't find a fix online. One page I went to said it would be in the "food menu," but I only have Faith, Follower, and Decoration menus. Is this a bug or am I just not seeing where I need to go to build it?

Question, when you were in the build menu did you scroll in the first tab by any chance?

It's in the Follower menu, under the food tab. You have to scroll on the very first tab, and it requires grass and coins, both of which are easily obtainable through the dungeons.
