I've noticed that some people struggle with catching rare sea creatures for the quest.

Basically you need two things:
1) Perform a Ritual of Sea Bounty
2) Aim for certain fish size.

I just did Fishing every once in awhile. It didn't seem like the Fish were extremely Rare or anything, it's just a one in four chance of getting the one you need.

Of course, if I knew the Fisherman was going to sell me unlimited Fish when I completed the thing, I might've gone really tryhard on the whole thing.

I didn't need The Ritual of The Sea though. I just fished occasionally for around 15 In Game Days and eventually I got everything I needed for it.
