What exactly does the healing bay and improved healing bay do?
As title states, I only know of the fact you can pay the red flowers to instantly cure a sick villager, but does the healing bay do something else?

Less cost for the camelia flowers, the first one makes you pay 15 of them per heal and upgraded 10. Besides that not sure, probably the speed of healing too depending of how sick the follower is.
You can assign a follower to the bay and heal them instantly, making it so that they won't have to spend days on bedrest to recover from being sick. Doing this when you have multiple followers sick (such as after a brainwashing ritual) can be useful, since that way you don't lose a bunch of your workforce for days at a time.

They won't be that hard to find though, followers that are sick won't work what so ever even when you get the request to recruit sick followers, you won't even be able to assign them work because of them being sick.

Is not a waste if you want your cultists working instead of spending time resting.
Besides, the flowers are easy to find and grow. I always have a lot of flowers, so healing them is cheaper for me than waiting for them to go back to work.

Why have Funerals when you can resurrect the dead? Also what kind of mentality is that "I'd rather have my entire cult sick than actually doing my damn bidding" do you perhaps see yourself as a puppet of your followers or a leader!

I thought I was a babysitter. Everyone else seems to think so since all they do is eat, ♥♥♥♥, and request to eat ♥♥♥♥ all day. So I just gave up and feed them shrooms permanently. I am now their dealer and scream at them in their face when they aren't looking for fun.

The cycle only becomes longer when you get Return to Earth doctrine. Because then you turn the dead follower into ♥♥♥♥ that later gets cooked into bowl of ♥♥♥♥, then eaten and at the end either vomitted or ♥♥♥♥♥♥♥ out by the other follower who ate that turdlet meal fashioned after their deceased friend.

There is no speed. The only speed is how quickly they recover when told to specifically "bed rest" when interacting. Treating a follower's illness with the med building is a one-time thing.

I've gotten into a situation thanks to the brainwashing ritual where I needed wooden planks to build something for a quest, but none of my followers were available for that job. With the healing bay I was able to quickly heal two followers and get them to work consecrating materials.

Sure, there's only lost faith for failing a quest, and it's easy to get that back by simply running around and blessing everyone, but I just don't like failing quests, lol.

That's because its immediately treated, might be hard to think about given how medicine has advanced in the literal centuries since but the medical building is literally a callback to how medicine was done back in the way of Medieval times perhaps even further than that where plants like flowers were used to treat ailments.
