There are some sensitivity issues with some joysticks on controllers that may cause this issue.
You can find an option in the settings named "controller deadzone" where you can adjust this sensitivity and should hopefully fix your issue.

We just tested this on our end and you are correct. Using the maximum dead zone value seems to cause additional issues on the rotating levers. We will certainly update this behavior in an upcoming patch to avoid these types of problems. In the meantime if you are playing close to a keyboard, you may want to use W/S to open the rotating levers and then switch back to controller if this is more comfortable.
We are sorry the dead zone settings didn't quite fix the issue, and we will try to fix it as soon as possible.
