I found the document and i tried 9 left , 1 right and 3 left and it doesnt work. Why?

The dial doesn't work like a traditional safe dial. The numbers are literal. left to nine, right to 1 and left to 3. Hope that makes sense.

This puzzle totally spoiled the game for me because I had to look it up in the end. Any normal safe, you physically move it 4 anti-clock, then move it 5 clock followed by 4 anti-clock. That doesn't work though - You have to physically dial it 8 anti clock, 1 clock and 1 anti-clock to open it, which makes no sense at all. I still can't find any explanation for that.

I've used many safes and combination locks that have numbers and work exactly like this. I live in the US. Maybe there's a difference? I had zero issue with how the safes worked. Thats just how they work here.
