The clue is in the letter[s].
I've looked it up, and apparently I'm supposed to find the numbers in the cabinet nearby. But the door where the numbers are is just closed for me. And I have no prompt to have it opened.
This was an idiotic puzzle, my friend whose review copy I was using figured it out but I argued it was a terrible puzzle.
Oh and for people in other languages… the code is still the same by the word lengths of course are different! So how on earth they are meant to solve it I don’t know
4 counter-clockwise, 5 clockwise and 4 counter-clockwise again ?
But that doesn't work, what am I doing wrong? I'm playing in English.
Edit: Okay I got, it's going counter-clockwise, land on 4, then on 5 going clockwise and back to 4 counter-clockwise
Have to agree with the others, this is obtuse. There often seem to be missing a step to onboard the player onto the puzzle logic. I don't mind survival horror games with harder puzzles (Tormented Souls for instance), but the premise has to make sense. There should have been a hint to direct the player on the right path. I looked around the room to see if the words matched to environmental clues. counting the letters I would have done that out of randomness, not logic
I'm not at that part, but Google says you don't do a full rotation between numbers like an actual safe. Just go from 4 to 5 to 4.
You need to move the dial until you reach the number, it's not the number of moves.
Starting from the default position(XII) of the puzzle:
1- Move counter-clockwise until you reach 4
2- Move clockwise until you reach 5
3- Move counter-clockwise until you reach 4.

Been a while since I've played this particular puzzle, but if I remember correctly it's not 4 clicks left, 5 clicks right, 4 clicks left, but rather left until you hit the number 4, right until you hit the number 5, left until you get to number 4"
imo they should rework the wording / the puzzle.

...But no, this had to be to an actual number on the safe, which I never got. So dumb.
I had to go look it up because I thought the game was broken. TERRIBLE !!!
