Level of houses

Why is it allowed to gain levels 5 and 6, at a time when I do not have enough at level 4 to unlock the technology tree

I have 15 houses at level 5
8 houses on level 6
12 houses on level 4
20 houses on level 3
and 35 houses on level 2

I can't unlock the Age of Enlightenment because I don't have enough houses at level 4 because they jump from 3 to 5 too fast and I can't collect 30 houses at 4lvl

Level 5 and 6 are counted as level 4 too. That might be bugged up. Can you post the screenshot? Also you can post it on discord.
