!!!GIVING AWARDS!!! I have gotten the "Replenish Mine" card before, but cant seem to find it now.

Is this an early game exclusive card or is there a way to reliably get it late game?

It isn't civ dependant. After scouring the Card Shop more thoroughly for once, I found the card:

Also, why are all of your breeder cards duplicated? Is that a bug?

I suppose so. Most of the Books in there, save for Frugality and Motivation, are duplicated as well. Since I'm not frequently using the Card Shop, I don't consider it annoying.

I rarely go for the coal mines as for some reason i like the regrowable economy, but now it is!
Ps are there know things you have to do to unlock it? Personally i believe it become available when a mine is empty?
