I'm asking because I'm not experiencing the same. Throughout various games all of my Hunter's Lodges kept showing positive wild animal counts. I always use the same strategy: I make combinations of Forester, Gatherer's Hut and Hunting Lodge (and later I add Bee Keeper to the mix), making sure that at least the Forester's radius is clear of any buildings save for the aforementioned. When playing as the Emirates faction and starting in Savannah, I find that this biome and desert sees greater variations in wild animal counts throughout the year.
That's what always works for me. I always try to find areas that provides a wild animal count anywhere between 11-17, just to make sure that an unexpected decrease will still ensure a decent yield. This is possible in early game by placing the Hunter's Lodge at the very border of the first or second Province, while mid to late game designate one Province, perhaps two, exclusively to the gathering of natural resources (wild animals, wood, fruit, etc.).
