The issue is most likely cause by high latency between the host and the player. The way the game sends the saved file is probably by chunk, and the host is waiting for the last chunk to be received before sending the next one. Those chunk are most likely very small, and therefore most of the time is just waiting for the message to go back and forth.
Tested: Long loading time for my friend who is very far (10-15 minutes) while about 1 minutes for my friend that is in the same city. Note that the internet speed are all 100mbps, and that the usage is <0.2mbps on the far player.
Developers just have to either send the chunk in parallel (best solution but hard to implement), or sends much larger chunks (good enough solution but easier to implement).
No that's what you're provider advertised you'd get. You'll be lucky if you even get half of that. Even IF you do, there's actually a lot of factors that go into final upload and download speed.
If you're using a wi-fi connection then your internet speeds can vary wildly based on just about any factor in your home. Electrical appliance interferance is one (though rare these days) but heat generated by the appliances can disrupt the signal and so can walls.
And then you've got plain ol' weather patterns. A good rain storm can royally F' up a connection for everyone in the region. Something as insignificant and cloud fluff cover can affect this and where you live in relation to each other as well as the route data packets take on between the both of you, while you play the game.
You should try a ping test to see if one of you is having a problem connecting to the games server.
We're still experiencing waiting times of more than 5 minutes when trying to load a savegame. Two other friends who also play the game are facing the same problem. Its usually a issue with savegames that have accumulated more than ~24 hours of playtime.
maybe the devs can take at look at savegame size reduction/optimization/compression.
and keep in mind that there's a difference between megabytes and megabits
