It's very close to the npc that gives you the quest, look around and talk to the characters, you'll definitely find it !
Otherwise : Go to the room to the right after the bridge, there's a girl skateboarding down some stairs, that's your rad scene

actually I've already tried that scene before but for some reason the npc didn't accept it...
is there a strict timing like should I take the picture while the girl is in the air or something?
