Wireless xbox one controllers not working

I have two xbox one controllers hooked up through a wireless dongle and at the title screen the game shows it sees the controllers but I cannot control the game with them. Selecting 2 players 2 controller mode with the keyboard to start the game gets the game going but we can't control the characters.
