How does progression work in this game?
Is it unlock new itema/luck based or more like hades where you can level up stats to make things easier each run?

The items in games seem to be random and based on rarity. Common, uncommon, rare, etc.
There is a camp in between runs where you can unlock characters and their starting weapon/item

There's no meta progression if that's what you're asking. So no, you don't get stronger between runs. The void fragments are used to unlock characters, items, and stage variants, all of which can be found in the camp.

Progression in this game is more about unlocking more options rather than growing in power. Even the pets provide variety to the game, while not being like, OP or anything.

Most impactfull 2 would be Challenge unlock and extra biomes. Those could be refered as luck based - might have challenge altar or boss from new biome. Will have few rooms of new biome in mix once unlocked any way.
Unlocking Characters with their weapon stash and passives gives variety to start with but those are not unique to character and can be found during run as any hero. Might be mistaken but i think those can be found before character is unlocked too.

Fair enough. I personally prefer something like this because you don't need to grind in order to have a shot at the higher difficulties.

It's not luck based? Like, sure, you could get lucky and get a cool gun but the game is well balanced and the most important thing is avoiding enemy attacks which is skill based.

It's not luck based? Like, sure, you could get lucky and get a cool gun but the game is well balanced and the most important thing is avoiding enemy attacks which is skill based.

I'm more a fan of skill/progression based games like Hades or the rogue legacy games.

Funny thing the grind is something i like the hero improving over time just hits my brain just right :)

I love Hades to pieces and I love this game too, but I can understand having a preference. There is a part of me that wishes there were more things to unlock, rather than having most of the guns and powerups available from the very start.

I think it's a real treat when a rogue-lite doesn't have massive layers of progression to dig through. You can always start out a run more buffed from unlocking stuff at the camp, but having the ability to dive in with basic stuff and still end up with a powerful load-out is great.
