I skipped past some of the dialogue and now im just confused... how do i know when to report someone and what do the badges mean?

The badge means they have been reported once already by someone, and will be arrested on the next accusation. From my best guess, you don't need to ever report anyone, but the government will give you a hard time about it and can punish you. There are people who clearly try to sell counterfeit goods, or what you to appraise something lower than you should, or even pressure you to give them money for something worthless, so I report those ones. Otherwise I'm not too sure on how it works still.

Do you not need to report anyone? Because I've reported too few people in two different attempts and gotten a game over twice.

Hi,

The report bit is pretty simple. You have two options basically.

Option 1.
Be the good guy and don't report anyone which will have some consequences that you will have to deal with.

Option 2.
Be the bad guy and report people. If you start reporting then you will have to reach the quota each week which is shown on the eye symbol. This will also have consequences like in option one, but different ones.

That's pretty much it.
