'Surplus' Legacy Points

It's just insanely annoying that there are situations where one can end up not being able to spend all the legacy points.

For example having 3 economic points and the choices being
- 2 points Golden Age
- 1 point Economic Attribute

For some reason i want the 2x 1 Economic Attribute, and i have 1 economic point remaining that I can't spend at all.

Like what kind of choice is that? There are enough situations where the 2x economic attribute points are more beneficial for me than the The Golden Age.

Agreed, we need better things to spend it on

Also the Golden Age bonuses need to be stronger, because most of them are never worth selecting
I should EXCITED to get a Golden Age bonus, but no... 95% of the time its Attribute Points
