Report a translation problem
If it's already a City one other thing is to make sure the Guild Hall has a place to go. This game won't list Buildings or Wonders that you can't place. For example, if your Settlement has no coastal tiles it won't list the Fishing Quay, and if it has no Tropical tiles it won't list Mundo Perdido. So make sure you have a valid tile that's adjacent to the City Center or connected to it through Urban Districts. Rural Districts won't allow you to build through them.
If that all doesn't work post a screenshot of the build menu, that might tell us something.
It's in the Civilopedia entry for Towns: "Towns can only purchase Buildings that cannot slot Specialists."
I would consider it pretty terrible UX to repeat this information for every single building. I think a better solution would be to point out this rule during the tutorial. Currently it only says you have to spend Gold to make stuff in Towns. I don't think it tells you why you can only build certain things.
