Factory resources are terribad.
You build all the infra and do all the research for a factory and all you get is a sub par building with one slot of awful resource. In the modern endgame with my Capitol producing 122 science/turn I slot in my new science-enhancing factory resource and I get... +2 science. Are you joking?!? 3% difference rounded down between a stone age and a modern age city.

Factory resources should be adding MINIMUM 30-100% production per slot to make them even approach the investment they require, let alone the progress they supposedly represent.

Easy fix: add a zero or two to the current values.

I still haven't gotten to the point where I get to use the factory resources. The game always ends before I get to building more than a couple of rail stations. I just have other priorities by then (like juggling kicking out units to fight the 2-5 civs that have arbitrarily declared war on me and trying to finish what I need to win).

You can put multiple of the same resource in a factory and the effects stack.

Are. You. Serious?!? Another UI fail if true. But do you need a regular resource slot to add more? Also, even with stacking bonus you'd need like 3 fish resource factory items to equal one old-world fish or rice bowl, it's still a terribad investment.
Moreover, the effects are empire-wide, iirc

Pretty sure that isn't accurate. I only see numbers go up for the one particular city. It would make sense for them to be empire wide since they need an empire wide rail network to work, but my experience hasn't shown empire wide effects.
