mass counterspy
correct me if i'm wrong but currently if you're dealing with espionage you can only have one active counter spy task running and that means you can only mitigate 1 leaders attempts. i'm currently leading in tech and getting reports that every leader is spying on me and i guess i have no choice but to declare war on them all even though its optimal for me to defend and tech rush. i would like the option like in civ6 to setup counterspy operations per city instead of per leader and to do more than one operation.

Why can't we have more than one instance of counterspy? If nothing else, let us build something that gives us the ability to use counterspy an extra time for each copy of the building, call it a listening post, or something spook-ish.

No you can't, I just checked. It shows the already running an instance of this message you get with all the others.
