Spread religion to City State/ independents
When I enter a City State or Independent people and I try to convert them, I can't. There is no religion in the city but I can't convert. Hovering over the Dove Icon I get the message:

Spread Religion
Convert this Settlement's population to your Religion.
Spread Religion cannot be used on Settlements that are being Razed.

This happens to every City State I tried in the last game. These City States are NOT settlements! and they are NOT being razed.

I did raze a city earlier in the game, but that can't be the issue, right?

Please fix this

ignore the reason the game gives you, the "cannot be used when razed" is the only message this icon can give you when you are on an invalid spot
it is just a default message that doesnt apply here

does the city state you are trying to convert already have a suzerain? only city states with a suzerain are allowed to have a religion (for some reason idk, makes little sense to me)

Ah, ok. No they didn't have any suzerain yet.. so that's probably the issue.. Thanks alot
