Unable to allocate resources.

I have resources available and a city (not a town) that I acquired in a peace agreement with another civ that has resource slots available.

When I receive a new resource to allocate I am able to give it to any other city except this city I got from the peace agreement. I do not get the usual prompt or icon indicating that the city is outside the trade network (i was able to build a road connecting to my civ).

The empty slots for the city will become highlighted when I select a resource but the game just does not put the item into the slot.

Is there an unrest cool down period? Try reload?

Ditto. This bug report is from February, and it still isn't fixed. Check Reddit, several solutions have been tried without success. I can verify that resources may not be assignable even in the same settlement, nor do they become assignable if you wait. For me, this makes the game unplayable, and I cannot recommend it to anyone.

Mouse over resources, if it says "not connected to trade network" it means you can't allocate those resources except to local connected cities. If city was given in war resolution, likely it will not be connected.
