It may be related to bridges over rivers? I am not sure as I was warring at the same time and could have made a connection through conquest, but it feels like when I put a modern bridge in, that seemed to connect it up for those on the same island.
It isn't working as intended just yet and it means that the Economic win condition is made much much harder.
the railway allows you to slot in factory resources in cities that have build a factory
every slotted in factory resource generates eco points each turn
without factories your railway does nothing
Rail systems are super buggy after the patch
Basically, Railways are bugged and useless.
I've built ports in every city I can as well.

I'm not sure how this is any more useful than airlifting though?
The other odd thing is that I've had to build the train depot in the capital and the stations in other locations. Then it will start working - seems like the depot has to be there, then three stations.
It would be nice if all this was explained in the encyclopedia.
It sort of like the paradrop ability in Civ 6 where you can relocate units if u have airports
The logic in railway tiling seems a bit wonky.
