Railways doesnt work
I have a game where i need to connect 3 settlements with railway. It does not register i have done it, they dont work. And the mission doesnt go anywhere. but i can visually see the railway is there.
I have made railways in other games, i know how it works. this is not on me, its for sure a bug

You have to build at least three train stations and if I am correct your capital must be connected to three cities not just three random cities (so it won't work if the railroad is on an another continent without land connection to the capitol.
My capital was situated on the banks of a river - the railway connected the capital to the cities on the same side of the river, but not those on the other side. I had ports in the capital and in a city with a railroad on the other side of the river, but those cities did not connect. My Distant Lands cities also did not connect to the capital, even though they had ports and railway stations.

It may be related to bridges over rivers? I am not sure as I was warring at the same time and could have made a connection through conquest, but it feels like when I put a modern bridge in, that seemed to connect it up for those on the same island.

It isn't working as intended just yet and it means that the Economic win condition is made much much harder.
have you build a factory yet? It took me so long to figgure out that rail way stations dont actually do anything unless your capital or a city connected to your capital has a factory
the railway allows you to slot in factory resources in cities that have build a factory
every slotted in factory resource generates eco points each turn

without factories your railway does nothing

Ports arent connecting rail systems to the capital after the most recent patch.

Rail systems are super buggy after the patch

I have completed the research but can't build a railway station in my Capital. I have built a couple in other Cities and I can see the tracks on the map, but units don't move any faster and I can't build any Factories because they need a Railway in the Capital.
Basically, Railways are bugged and useless.

Can't help you on the capital, but railways don't improve unit movement like they used to. Instead, you move a unit on or next to a railway station, then 'teleport' it to another railway station using the little railroad action button that appears in the unit menu.
Rail connections seem bugged for me too. I've built them in every city I can, probably 6-7 a this point, and the quest progress still says 0/3.

I've built ports in every city I can as well.

I've never seen the actual roads to turn to rail except outside my borders. However, once you get them lined up, you can click the rail button and it's basically like airlifting troops to the other train station.

I'm not sure how this is any more useful than airlifting though?

The other odd thing is that I've had to build the train depot in the capital and the stations in other locations. Then it will start working - seems like the depot has to be there, then three stations.

It would be nice if all this was explained in the encyclopedia.

You can only transport between cities having railroad stations. While it looks like there's rails, thats just a mirage if both cities dont have stations in them.
It sort of like the paradrop ability in Civ 6 where you can relocate units if u have airports
One more visual issue on railways.. When a railway is near the coastline, it builds into the next hex underwater.. looks like someone built the underwater railway.

The logic in railway tiling seems a bit wonky.
