2K/Firaxis don't know how to help on this, I tried contacting support and we exhausted every troubleshooting they gave me and didn't work anyway.
And the support ended there, almost like "Thank you and good luck". This is so ridiculous.
I found a solution, at least for me:
I used a VPN to connect through US (I'm BR) and worked. After that, I closed the game and steam, and reopen without VPN and is still working.
The updates info from 2k/Firaxis will be there, you will be able to cross save and load.
I used Proton VPN
I also deleted ...\AppData\Local\Firaxis Games\Sid Meier's Civilization VII, before doing all of that, config files and license, nothing serious, but I think is optional not necessary. And don't work doing only that.

Also the screen for rewards is always empty, even if I know I've completed challenges and they registered.
I noticed that my linked 2K account was in the United States region, while my Steam account is in Brazil.
I tried to change the region on the 2K website, but only through support.
I asked support to change it through the website.
After the change, I finished an era to test and gained leader experience normally.
So, check if the region of the 2K account is the same as the Steam account.
It could be a solution. It worked for me, and I saw a lot of Brazilians complaining about this bug, and few foreigners, so it could be something in the region.
Estava tendo o mesmo problema.
Percebi que minha conta 2K vinculada estava com a região dos estados unidos, enquanto a conta da minha steam é brasileira.
Tentei alterar a região no site da 2k mas apenas através do suporte.
Solicitei ao suporte a alteração pelo site.
Após a alteração, terminei uma era para testar e ganhei experiência de líder normalmente.
Então, verifiquem se a região da conta 2k e a mesma da conta da steam.
Pode ser uma solução. Pra mim resolveu, e verifiquei muitos brasileiros reclamando desse bug, e poucos estrangeiros, então pode ser algo da região.
That's a major letdown. Even though this is a old post, did anyone find a solution?
