Open spotlight search (cmd + spacebar)
Type in ~/Library and open that folder
Navigate to Application Support>Civilization VII
Locate legal choice and legal document.
Delete those and magically the game will work. I have no idea why but it just does.
Incidentally, changing my game language to German in steam also made it work. Alas I do not speak German.
Could you please give more detailed steps, I'm having trouble following them, thanks.
I opened the spotlight search (cmd + spacebar), then typed in /Users and clicked on the folder. Once in there, I opened the folder named after my username (should have a house icon on it). Once in there, I revealed the hidden files (cmd + shift + . (period)). That should reveal the "Library" folder. Open that folder, then open the "Application Support" folder. After that, open the "Civilization VII" folder, and then delete the two documents named "LegalDocument" and "LegalChoice." Then finally, open the game!
