Missing Codices when completing tech masteries

I was pushing for a science golden age in the ancient era with machiavelli on deity, and I stopped receiving codices when researching tech masteries. Specifically I think it was military training II and mathematics II. I didn't get those 3 codices and it caused me to, of course, fail to reach the golden age milestone. Anyone else experience this? Do you have to be the first to research a mastery to get the codex?

Also, one thing that I made note of was that I was playing as Greece and created their special unit/great person who created a great work that gave me +2 culture. I thought it was interesting because that great work was not specifically a "codex" in an age when you're trying to get codices. It did display, it did count as my #5 codex, and I did get two more codices after that. Just thought it worth mentioning

I just had this same issue in a multiplayer game on the latest patch release, playing as Benjamin Franklin and Rome. I had 5 academies and libraries, plenty of slot availability. I researched mathematics and the wheel masteries and was stuck at 7, I was not awarded the 3 codices the game is suppose to award for this research. I have achieved the science capstone in plenty of games and the game did not award the final three to slot. I was playing with a friend who was able to receive all of the codices in the same match. This appears to be a bug Firaxis may not be aware of.

Just had this happen with Ahsoka. Researched Mathematics II and did not get my last 2 codices.

Same bug. Despite I have researched all techs and civis, and started researching future techs/civics. I had only 9 codex, all my codex were slotted. I set up long age and disabled crises.

I just ran into it as well. I am uninstalling and reinstalling and hoping that fixes the issue/save, because if not this save is just done. And with such a game ending bug nuking saves I probably will need to shift over to another game entirely.
