Stuck on first meet screen

When I first meet a new leader, I can’t select any of the three greeting options despite having plenty of influence. Won’t even let me bring up the menu to exit the game; I have to force quit to leave the game.

Exit to Windows (CTRL + ESC), Right click on the game icon in the task bar and select Close window. When the games says Do you want to Exit?, Cancel that. The game will then reload the meet screen.
