Cannot build certain buildings

Hi,
Got a town on the coast with some fish and alot of coats but cannot build a fishing quay, also see i cannot build the monument. Anyone know why?

I think the town lacked fresh water but cant find any info that this is the reason.

yup also have this problem, settled on distant lands (inland), expanded tiles so i have a coast tile but still cannot build fishing quay so i can connect to my mainland; not sure why!

oh christ I'm silly: I forgot that you need Fishing Quay to be connected to urban tiles to city center, because it creates urban tile hahah... that's why
