Incense doesn't work
I have a city with 5 Incense assigned to it. That should be +500% production towards Temples and Missionaries. It will take 5 turns to make a Missionary.

I remove all copies of Incense. It still takes 5 turns to make a Missionary.

Same. I had an incense in capital which also had triple the production of any of my cities. They all take 4 turns for a Missionary.

I wonder if there's a lower limit on production time that's not explained. Either way, it's a bug and I found it pretty frustrating. I was basing my whole strategy around pumping out a Missionary every turn. I just bought them instead.
Here almost two months later, the bug still appears to be thriving. I allocated three incense to a city producing missionaries. Production time did not change. Waited a turn. The production time was reduced by one (due to advancement of a turn), but no improvement from incense ...
