how does the Resource Screen look for you?
there you see in how many turns your coastal city generates a fleet and you see which treasure resources are used to generate the fleet
which resources are listed in that screen / is there any pattern to the resources that are missing there?

For your questions I am so sorry that I can not show you a screenshot for you to further analyse. It is because I did not save that game. This gameplay was overwirtted. But I'll try to play another game in the exporation age to see if the similar situation happened again.
And clearly you just mentioned the most strange scenario, which is my town 1 generates 4 Treasure Fleet Point but actually this town only controls 3 resoureces. So the extra 1 point must from other town that connects to this one. But I wonder why it's just 1 point instead of all the points I should have in my other towns because I am sure that all TF relative resources in my territory are exploitated.
From what I remember about my Resource Screen:
My coastal town with a fishing quay, it tell me how many turns a TF will be born with 4 TF resources. And I counted those 4 TF resources myself, 3 TF resources is under controled by this coastal town but the extra 1 resource comes from the town next to this one connected by road. So I wonder since I can have 1 TF resources from other town then why I can't have those resources all?
You need a Wharf of higher in Coastal City to send Treasure Fleets and to receive goods from nearby towns.
But you will not generate coastal treasure fleets from those resources in connected towns.
I have 6 resources connected to my coastal city and only get Level 2 TF's.
