Great Library IV triggers before III finishes, and now I can't finish III or V because the Academy never get's built.

No idea how it happened, but now I'm all jammed up. And I was cruising to a golden age.
The academy sits at 1 turn left in my capital and won't ever build.
Which then prevents me from having enough codex slots to finish V

the great library milestones and quests are unrelated to what you can and can not build (I know you can finish the quests in the wrong order, but it has no effect at all, only the amount of codex matter in the end)
or in other words, your bug is unrelated to the great library quests, you just ran into the generic production halting bug
a lot of ppl have reported not being able to produce a random building, being stuck on 1 turn remaining forever

not sure if there is any fix for that, havent ran into it myself yet

technically you could just build more settlements with libraries and fill the codex slots for the science golden age that way
