Add to that the fact that the usual ways you get science, culture, gold and other yields, by having a lot of those type buildings, is going to be pared back early in the Modern, and running a pillage economy as a side hustle becomes more attractive still. The target buildings from the last age will still be there, full of all sorts of the "money" you want to steal, they just won't have any adjacency yet in the new age.
The idea is that you wage war early in the age for pillage, maybe solely for pillage, because taking cities is too hard until you build up a better army, or because you don't want to expand anyway until you have a chance to increase your settlement cap. The devil is in the details, and maybe you won't be able to make it work, but at least the theory sounds good.
